The XRP Ledger enabled the PermissionDelegationV1_1 amendment on Oct. 8 at ledger 107,524,865, according to XRPL Dashboard, which lists the activation at 5:29 p.m. ET. The feature lets an account authorize other accounts to send transactions on its behalf, so a task can be handed off without sharing the account’s own keys.
Each delegate can hold up to 10 permissions, and the granting account can change or revoke them by submitting a new list. Any permission left off the list is removed.

One Permission Comes With a Warning
The XRPL’s amendments page says PermissionDelegationV1_1 replaces an earlier version that was pulled after a critical bug was found. The page also carries a caution on one permission: “Until the fixCleanup3_4_0 amendment is enabled, it is recommended not to delegate the PaymentBurn granular permission.” Until that fix lands, the page says, a delegate given PaymentBurn may be able to create new trust line tokens or multi-purpose tokens, not just destroy existing ones. Other granular permissions are unaffected.
XRPL Dashboard shows fixCleanup3_4_0 at 27 of 35 trusted validators, two short of the 29 it lists as the requirement. The fix has not reached majority, and amendments that do reach it then enter a 14-day countdown before they activate.
Vote-Counting Bug Under Review
A report filed Oct. 8 on the rippled GitHub repository says version 3.4.1 stops counting a validator’s amendment votes after that validator rotates its signing key, and also drops it from the threshold calculation. The reporter said their node showed 33 validations and a threshold of 26 instead of 35 and 28, after three validators rotated keys. The reporter added that no amendment’s pass-or-fail outcome currently differs.
A proposed patch would track validators by a permanent node ID instead. It was still open for review on Friday.
The dashboard also projects that two Batch-related amendments, fixBatchV1_2 and BatchV1_1, could activate later Friday, at 14:12 and 14:46 UTC. It lists 95 amendments live on mainnet.
